Singapore Government Cash Payouts 2025: Who Qualifies, When, and How Much

In implementing various financial assistance schemes by 2025, the Singapore Government aims to lessen the financial stress faced by its citizens. These programs include the Assurance Package (AP) to provide various forms of assistance and Goods and Services Tax Voucher (GSTV) Scheme for less- and middle-income citizens of Singapore to meet their daily needs, with focus on expenses for healthcare and utilities.

The Assurance Package gives different types of financial aid.

AP Cash Payout

In 2025, cash payout to Singapore citizens aged 21 and above is applicable with an income ceiling of S$34,000 for 2023 and residential properties with annual value of S$21,000 or less. Eligible persons will receive S$700 to S$850 depending on their property’s annual value. These payments will be made in December 2024; specific dates will depend on the mode of payment selected.

AP MediSave Bonus

Singaporean citizens below the age of 20 in 2025 or aged 55 and above by 2025 qualify for this grant. These citizens shall receive a one-time top-up of S$150 into their MediSave account with disbursement from February 11, 2025.

AP Seniors Bonus

The payment is made to Singaporeans aged 55 years and above in 2025 with an annual assessable income of S$34,000 or below, living in houses with an annual value of up to S$31,000. Eligible seniors will, based on property value, receive payments of around S$200 to S$300. The payments are scheduled in February 2025; the date will vary based on payment mode.

AP U-Save

This is a quarterly household rebate to reduce utility bills. Eligible HDB households will automatically receive these rebates in January, April, July, and October 2025, credited into their SP Services accounts.

Goods and Services Tax Voucher (GSTV) Scheme
Under the GSTV Scheme, further financial assistance is provided through various payouts.

GSTV – Cash

Singapore citizens aged 21 and above in 2025 qualify if their annual assessable income does not exceed S$34,000 in 2023. They must own one residential property only, and the annual value of the property must not exceed S$25,000 as at December 31, 2024. Eligible recipients will receive S$850 if the property annual value is S$21,000 and below; otherwise, the payout will be S$450 if the annual value is between S$21,001 and S$25,000. The payment shall be credited in August 2025.

GSTV – MediSave

Singaporean citizens aged 65 and above in 2025 qualify for this payout. The top-up payout for cash will range from S$250 to S$450 depending on these individuals’ ages and their property annual value. The MediSave top-ups will be credited in August 2025.

GSTV – U-Save

Free utility rebates worth a few quarterly installments are awarded to eligible HDB households in this scheme so as to assist them settle their monthly bills for electricity and water depending on the flat type.

Application and PaymentMethods

Eligible citizens are encouraged to register for PayNow-NRIC with their banks to receive payments without delay, ensure that their bank account details are current, and sign up for the GSTV Scheme through the official website if they have not already done so.
